Got $201 penalty for disobey no stopping sign?

3 years old took off safety belt when I was driving. Stopping at no stopping sign to fasten his safety belt inside my car but unsuccess. Noted a picking officer approaching and I prepared to drive off at the no stopping sign. My car was moving again but my son came off his seat. Stopped the car again and got out of my car to ask the parking officer if I can put my son back to his car seat. When fasten my son's seat belt, the parking officer took photo and issued penalty on spot. Review rejected by council. Prepare to go to court. Any chance to win ?
