What does pattern repeat mean in crochet?

I am working on a baby blanket. Row 1 and Row 2 are almost identical. the instructions after row 2 are "turn - 16 pattern repeats. Repeat Row 2 twice more. Fasten off." I am confused because I thought I should just reapeat row 2...but since it mentions repeating row 2 twice more as opposed to 18 pattern repeats, I'm confused. Please help.
