Scottish cloak pin - trying to find out about this cone-shaped pin...?

I have an antique scottish cloak pin (I think) and want to find out more about how it works and how it's supposed to be applied. It is NOT the circular type. It has a closed loop at one end (that would fasten onto the clothing and a "horn" shape at the other. I think you would stuff fabric in the one end and then stick the pin through the horn??? Has anyone ever heard of these, have pictures, or know what they are called?
