Why is it more wrong to make a negative racial comment about black people than north american indians?

i mean there are only around 2 million N.A. indians left in the world. there are tons of black people. why is it so much more offensive to make a comment about black people? native americans are degraded even today and you never see them in lawsuits. i mean i don't care but it just seems kind of odd to me.
